Guest Speakers:  Mobile County Commission District One- Merceria Ludgood

She was elected to serve residents of Mobile County Commission District One in October 2007 and was elected President of the Association of County Commissions of Alabama (ACCA) in August 2014. Ms. Ludgood is a member of the ACCA Board of Directors, and its Minority Issues Steering Committee.

An active member of the National Association of Counties (NACO), Ms. Ludgood serves as a member of its Board of Directors, Audit Committee and previously represented 12 southern states on the Board’s Executive Committee. She is a member of the Community, Economic, and Workforce Development Steering Committee, Gulf States Counties and Parishes Caucus, Membership Committee, International Economic Task Force, NACO Ambassadors, and the Economic Mobility Leadership Network. Ludgood is a graduate of the County Leadership Institute and participated in the Governing Institute’s 2017 Women in Government Leadership program.

She has been recognized by her peers as a Women Lawyers Trailblazer, induction into the Alabama Lawyers Association Hall of Fame, as a Living Legend by the Crawford Bay Area Bar Association, and by the Women’s Section of the Alabama State Bar for the Maud McLure Kelly Award. She is a Fellow of the AL Law Foundation. Other recognitions include the AlabamaWomen Who Shape the State, University of South Alabama Alumni Association Outstanding Community Partner, Yellowhammer Women of Impact, and by many other community organizations. In May 2022 Spring Hill conferred upon her the Doctor of Law, Honora causa for her efforts to promote social justice.

She is a lifelong member of Friendship Missionary Baptist Church in Crichton. In both her personal and professional lives, she is guided by her faith, which demands service to humanity. Her husband, Carlos Williams, is the Federal Defender for the Southern District of Alabama, and her partner in life and service.
